This error is reporting that Excel is unable to access the ppvote Participant List in order to obtain the custom columns and/or voter information that you require for your report. This is usually caused by Excel being 'busy' doing something else. On occasions, even though nothing is happening in Excel, it can behave as though it is. 

To resolve the issue, close Excel completely and try running the report again, with Excel still closed. The voting software will launch Excel in a clean state.
